Display tooltip only when the Manager has focus [was: Status tooltip appears through dta help]

Description

-open dta manager -open dta's help -let the help window's folder pane overlap the manager -hold your mouse over a place in the folder pane which hides a manager

The status tooltip will appear in the help window. No other window seems to show this behaviour. Sometimes the tooltip doesn't appear, then you have to show it normaly first.
